JEA Adds Utility Upgrades to Two FW&A Roadway Design Projects

Jacksonville, Fla. – JEA (formerly Jacksonville Electric Authority) recently selected Fred Wilson & Associates to design upgrades for electric and water utilities along State Roads 10 and 211. FW&A, a Jacksonville-based consulting engineering firm, has spent almost two years designing resurfacing plans along both segments of road for the Florida Department of Transportation. This experience provides the firm with intimate knowledge of each project location.
The State Road 10 project runs along Atlantic Blvd. from Kings Ave. to University Blvd. (approximately three miles) in the St. Nicholas area of Jacksonville . FW&A’s resurfacing plans for the predominantly six-lane divided urban street include designs for milling (the process by which the existing surface is broken up and removed), repaving, adding new traffic markings and updating roadway signage. Designs also include necessary repairs to curbs, gutters and sidewalks as well as to the associated stormwater drainage system.
Before road construction can begin, the underground water utilities must be relocated. FW&A recently began design of a relocated 12-inch drinking water main, and JEA will perform its own redesign of the adjacent sewer lines. FW&A has also begun designing relocations of the 26.4-kilovolt power distribution lines. Numerous poles need relocation, and various electrical equipment along the line will be replaced.
The State Road 211 project runs through the Riverside and Avondale areas from San Juan Ave. to Edison Ave. (approximately 4 miles) along Herschel St., St. Johns Ave, King St. and Riverside Ave. The project has sections with two, three, four and five lanes.
The design scope for the roadway and utility projects associated with this segment of road is almost identical to the project described above. As with State Road 10, FW&A will provide FDOT with resurfacing plans and will provide JEA with relocation and upgrade plans for the local drinking water main and electrical power distribution lines. The State Road 211 project, however, requires special sensitivity to local historic elements such as custom sidewalk tiles, granite curbs and cast-iron storm grates.
Construction for all projects should complete by early 2009.
JEA routinely undertakes utility system renovations in conjunction with FDOT construction projects. Utility equipment such as water mains and power lines often run alongside roadways, and utility companies save money by coordinating their upgrades with other construction projects in the surrounding area. In many cases, roadway improvements actually require utility adjustments either to relocate equipment that interferes with new roadway designs or to replace equipment that no longer meets regulatory codes.
Consequently, all agencies benefit from selecting multi-disciplinary engineering firms that simplify joint-project coordination by providing a single engineering point-of-contact. Over the past 10 years, JEA has repeatedly called on FW&A to add water, sewer, power and lighting design to roadway and bridge projects that the firm was already designing for FDOT.
